What the law says

Excerpts of the law are reproduced in their official French version; the explanation that follows is translated.

Only a lawyer, a notary or a licensed consultant may, for a fee, advise or represent a person on an immigration application. Your file is entrusted to a lawyer, member of the Barreau du Québec: they are the representative declared to IRCC for your file.

Official text on Laws of Canada (Justice Canada)

Before the Québec immigration ministry (MIFI), a lawyer of the Barreau du Québec may represent you without consultant recognition; the lawyer is declared through Mandate of Representation A-0525-AF.
